In build 1.2.5427.16 (latest patch, as of this post), you can patch the bytes in MassEffect3.exe at file offset 0x1518AEC from A0 7B 6B to 60 31 D6 to enable the console. Note that there will be no output from your commands, but they will work (if properly entered). This MOD adds full XBOX 360 controller support for playing Mass Effect 1. The Mass Effect game shipped with all the original XBOX controller interfaces but in a very broken state with some functionality removed. This mod corrects these issues and re-implements features where necessary.

First, enable the console by going to Documents>BioWare>Mass Effect>Config on your computer. Then open BIOInput in Notepad. Find the line [Engine.Console] and under it add the line ConsoleKey=Tilde. Then when playing in game simply press the tilde key (above tab) to open the console, then type in the desired cheat.
